A federal appeals court has thrown out an attempt by the Urban Mass Transportation Administration to test local transit system employees for drug use, saying the agency had exceeded its authority. The court battle began after the UMTA issued regulations in 1988 requiring all local transit systems receiving federal funds to guarantee a drug-free work force. The Amalgamated Transit Union and the Transport Workers Union of America contended the agency had no authority to impose a federal drug-testing program.
