NATION : N.Y. Police Executive Sworn In

NEW YORK —
Former Houston Police Chief Lee Brown was sworn in by Mayor David N. Dinkins today as New York City’s 36th police commissioner, promising to make the city safer and more livable.
Brown, 52, the city’s second black police commissioner, took over a shrinking force plagued by a tightening budget and a tidal wave of violent crime and drugs.
