The Hungarian state airline, Malev, has agreed to fly thousands of Soviet Jews from Moscow to Tel Aviv but implementation of the airlift hinges on Soviet approval, aviation sources in Jerusalem said today.

Arab states and the Palestine Liberation Organization have appealed to Moscow to curb emigration of Jews, now arriving in Israel at the rate of 5,000 a month. Some immigrants are joining Jewish settlers in the occupied West Bank.

But Israel wants emigration speeded up for fear that resurgent nationalism in the Soviet Union could lead to attacks on Jews or that Moscow’s open-door policy could be revoked should President Mikhail S. Gorbachev fall from power.

In another development, Morocco’s King Hassan II today denounced the immigration of Soviet Jews to Israel and said that settling them in the Israeli-occupied territories was a violation of human rights.

“This is a policy of settlement, a colonialist policy, a denial both of human rights and those of the Palestinians,” he said in a statement.

Between 50,000 and 100,000 Soviet Jews are expected to arrive in Israel this year. Western governments have expressed concern that the immigrants might displace Palestinians in the occupied territories.
