The partially burned body of Foreign Minister Robert J. Ouko was found today near his western Kenya home, three days after his mysterious disappearance.

The government indicated he had been murdered.

The discovery of Ouko’s body was announced by President Daniel Arap Moi, who said it was found “in circumstances which at the moment suggest foul play.”

The body of the 58-year-old minister was found in a sugar cane field about four miles from his family farm in Koru, not far from Lake Victoria.

The president’s statement said the body was partially burned and pledged “that anyone who may be associated with this horrible event will most certainly be apprehended.”

Ouko, considered one of the most skilled members of Moi’s Cabinet, dropped from sight Tuesday. His disappearance went unreported until Thursday evening when the official Kenya News Agency broadcast an appeal from family members urging him to contact them or government officials.
