BankAmerica Creating a State Bank: The San Francisco-based banking company said it received permission from regulators to create a separate, state-chartered bank to specialize in community development and cash management services. The Concord-based subsidiary, Bank of America State Bank, also may eventually sell insurance as allowed by Proposition 103. Mike Mantle, 33, a Bank of America vice president and manager in Chula Vista, was named president of the new bank.
