StarTel Corp.: The Irvine telecommunications company lost $742,000 in 1989 compared to a year-earlier loss of $426,000. Revenue declined 33%, to $7.6 million from $11.4 million. For the fourth quarter, the company posted net income of $106,000, contrasted with a loss of $377,000 for the like period in 1988. Revenue fell 22%, to $2 million from $2.6 million.
