Dr. Charles C. Edwards, a former commissioner of the Food and Drug Administration, was named today to lead a special blue-ribbon panel that will conduct a top-to-bottom review of the embattled drug safety agency.

Edwards, who is currently president of the Scripps Clinic and Research Foundation in La Jolla, Calif., led the FDA from 1969 to 1973.

The FDA, once among the most respected of federal regulators, has been badly shaken by a nearly two-year-long investigation of its regulation of the generic drug industry by a federal grand jury and a congressional subcommittee.
