Brazil Bans Challenges to Reform: President Fernando Collor de Mello banned legal challenges to his tough anti-inflation plan, which freezes at least $110 billion in bank accounts for the next 18 months. In a decree published in the official government gazette, Collor de Mello prohibited legal challenges to the freeze, which ties up most of Brazil’s money for the next 18 months.
