Bush Signs Hazardous Waste Export Ban: President Bush has signed the Basel Convention on the Control of Transboundary Movements of Hazardous Wastes, which with some exceptions prohibits countries from sending “controlled wastes” across their borders except for recycling or recovery. Existing agreements with Canada and Mexico are unaffected.
