Delta Applies for Moscow Service: The Atlanta-based carrier will seek authority to serve Moscow, Leningrad and Tbilisi in the Soviet Union as soon as a proposed air agreement between the United States and the Soviet Union is finalized. Delta proposes to operate from Atlanta via Frankfurt, West Germany, with continuing service to Moscow and Leningrad or Tbilisi. Service could begin next spring.
