Japanese Emperor Hirohito has been dead for more than a year but his legacy was completed only on Friday when the government pardoned two men convicted of attempted murder.

A Justice Ministry spokesman said they were the final two of nearly 10.2 million pardons issued to commemorate Hirohito’s death on Jan. 7, 1989.
