Residents Grapple With the Drought
When is a crisis--a crisis--a crisis?
When there’s no more water at all!
The Los Angeles Board of Supervisors and Mayor Tom Bradley should issue an immediate order for a moratorium to become effective not later than May 15 on all building and construction that will have water hook-ups of any type.
Exceptions would be those that are within 90% of completion by May 15 and have an OK for water and sewage hook-ups.
If the rainfall exceeds normal levels in our vital areas of water supply--namely Mono Basin and Shasta Lake regions--then and only then should the moratorium be lifted in 1991.
