Insurance Commissioner Roxani Gillespie sought an injunction in San Francisco Superior Court Friday to prevent the governing board of the California Automobile Assigned Risk Plan from going ahead with its plan on May 1 to stop accepting new applicants who qualify as “good drivers” under Proposition 103. A hearing was set for Tuesday. Gillespie’s attorneys said such a stoppage would make auto insurance unavailable to thousands of low-income inner-city residents.
