The new head of Brazil’s nuclear energy commission said the country will not build a nuclear bomb, but he declined to say whether it has the technical ability to do so. “Brazil is not going to make a nuclear bomb even under pressure,” Jose Luiz de Carvalho Santana, president of the National Commission of Nuclear Energy, told the newspaper Folha de Sao Paulo. Brazil announced in 1987 that it had become Latin America’s second country, after Argentina, to master the technology for enriching uranium, an essential step in building a nuclear bomb.
