Where’s the Tax Break to Spur Use of Electric Cars?

Why haven’t California and Los Angeles approved a sales tax waiver on the sale of electric passenger cars that meet the following criteria: a driving range of more than 100 miles per charge, acceleration capability of reaching zero to 60 m.p.h. in eight seconds and a top speed of 65 m.p.h.?
