NATION : Dukakis Overruled on Aid Cuts

Massachusetts’ State Supreme Judicial Court ruled today that Gov. Michael S. Dukakis had no authority to withhold $210 million in local aid payments to municipalities.

The unanimous decision added more uncertainty to the state’s attempts to solve its fiscal crisis.

Dukakis made the cut from the current year’s budget to help resolve the state’s deficit, now pegged at $1 billion. But cities and towns sued the state, led by the town of Brookline, Dukakis’ hometown.
