EC Leaders Meet to Discuss Unity

PARKNASILLA, Ireland — European Community foreign ministers gathered at this resort Saturday to work on a blueprint for a political union of Europe by 1993.
“This is the start of a major exercise,” said Irish Foreign Minister Gerard Collins, chairman of the two-day meeting, in an interview with Irish radio.
The meeting was the ministers’ first attempt to draw up draft proposals on a political union to present to the EC’s heads of state at a meeting in June.
