The Hindu governor of Jammu and Kashmir, India’s only Muslim-dominated state, quit after coming under fire for the harsh tactics he used to try to end a Muslim separatist movement. Gov. Jagmohan--who uses only one name--will be replaced by Girish Saxena, a security adviser on Kashmir.
