Oil Firm Must Pay $10.3 Million for Caustic Emissions

Ashland Oil Inc. has been ordered to pay $10.3 million to four neighbors of its Catlettsburg, Ky., refinery who said emissions from the plant had hurt their health and damaged their property.

Residents of Ceredo and Kenova, W. Va., and Catlettsburg, Ky., sued in state court after finding a caustic white substance on their cars and homes. The substance was not easily removed and damaged their property, they alleged.
