LIBERIA: Plans by two local companies to build a $300-million earthen dam and hydroelectric plant in the West African nation of Liberia may be on hold, as anti-government rebels advance on the capital of Monrovia (A6). . . . The news “doesn’t sound too good,” said President Phil Arciero of Anaheim-based Arciero Brothers Inc., a partner with Laguna Niguel-based Birtcher Construction. But he said “the project will go on, regardless of who’s in power.”
