WORLD : Workers Hold Back Siberian Oil

Disgruntled workers in the rich Siberian oil fields held back deliveries to a Moscow refinery today, charging that Moscow builders halted work on sorely needed housing for the region.

Tass news agency said that for the third straight day the oil workers from Tyumen failed to send 10,000 tons of petroleum to the capital because of the failure of builders to fulfill agreements with the oil workers.

Reports of mass discontent in Tyumen have swirled all spring, and the government has sent representatives to the region to try to assuage the workers and ward off any chances of a crippling strike. President Mikhail S. Gorbachev has visited the region twice.

Apparently, the oil workers of the Tyumen region, responsible for 60% of all oil and natural gas production in the Soviet Union, have opted for what they are calling “economic sanctions” for non-performance of work.
