Business Investment Expected to Slow: U.S. businesses plan to boost plant and equipment investment in 1990 at the slowest rate in three years, the Commerce Department said. A survey in May found businesses planning to boost spending on expansion and modernization by 5.5% to $500.4 billion. But while the spending projection would top the record $474.3 billion set last year, the rate of increase would be the slowest since a 4.2% gain in 1987. Investments rose 8.9% last year and 9.4% in 1988.
