Judge Upholds RTC Authority: A federal judge in Santa Fe, N.M., upheld the Resolution Trust Corp.’s authority to override state branch-banking laws as it sells off failed savings and loans. The decision could have far-reaching effects. The RTC controls 248 failed thrifts in 21 states where branching laws for banks that could buy defunct savings and loans are more restrictive than those for thrifts.
