Richard B. Kelley has been named president and chief executive of newly formed Pacific Title Guaranty Co. Los Angeles-based Pacific Title also named three other top executives. H. Collyer Church was named executive vice president and chief underwriting counsel; Harolyn Crandall was appointed executive vice president-sales and marketing, and Jonathan F. Legg is executive vice president and manager of title operations.
