Former President Jimmy Carter was a no-show today when awards for public service were handed out. He was busy in Mexico helping build homes for poor people.

“I suppose that’s as good a reason not to be at this little gathering as one could have,” said Jody Powell, who was Carter’s White House press secretary.

Powell, in a ceremony at the Supreme Court, accepted on Carter’s behalf the American Institute for Public Service’s Jefferson Award for the former President’s efforts for “world peace, free elections in Nicaragua and the needs of the homeless.”

Carter and his wife, Rosalynn, were in Tijuana where they were on the job at 7 a.m., after spending the night in a tent, to work on a house being built by Habitat for Humanity.
