THE SIDELINES : Canada Drug Report Completed, Could Determine Johnson’s Fate

The Dubin report on the use of drugs in sport has been submitted to the federal government, and the prime minister’s office said today that it will be released to the public shortly.

Prime Minister Brian Mulroney’s office said Chief Justice Charles Dubin submitted his report on Wednesday.

Dubin was named head of a commission to study drugs in sport in October, 1988, after sprinter Ben Johnson was stripped of his 1988 Olympic gold medal when he tested positive for steroids in Seoul. Johnson was banned for life from competing for Canada.

During the 11-month, $4-million Dubin inquiry, Johnson admitted that he was on a steroid program for seven years and asked for a second chance.

Dubin is expected to make a wide range of recommendations on the Canadian sports system, and his report probably will determine Johnson’s future.

There have been reports Dubin will recommend that the federal government change its sanctions to give Johnson status to run again for Canada.
