Flag burning: The Times has received 289 letters on the flag-burning issue. President Bush has called for a constitutional amendment to outlaw flag desecration; on Thursday the House of Representatives rejected the amendment. The tally: 223 are against an amendment, 46 support an amendment and 20 take no position.
