Four-Year Treasury Note Rates Fall: Yields on four-year Treasury notes fell at the latest auction to their lowest level since last December. The average yield was 8.50%, down from 8.589% at the last auction on March 28. It was the lowest rate since four-year notes averaged 7.65% on Dec. 20, 1989. The notes will carry a coupon interest rate of 8.50%, with each $10,000 in face value selling for $10,000. A total of $8.31 billion in notes was sold, out of bids totaling $44.78 billion.
