The British monarch, nearing the end of a five-day visit, will deliver a speech on Parliament Hill. She also faces a possible protest over a side visit to the French-speaking province of Quebec. Her trip began almost immediately after the collapse of a constitutional amendment aimed at preventing Quebec's secession.
