World IN BRIEF : CANADA : Queen Elizabeth to Address Parliament

From Times staff and Wire reports

Britain's Queen Elizabeth II, who has expressed deep concern over Canada's struggle for unity, is expected to address the crisis today during a speech in Ottawa marking that country's 123rd birthday. The British monarch, nearing the end of a five-day visit, will deliver a speech on Parliament Hill. She also faces a possible protest over a side visit to the French-speaking province of Quebec. Her trip began almost immediately after the collapse of a constitutional amendment aimed at preventing Quebec's secession.
