Mortgage Rates Up: Fixed-rate home mortgages averaged 10.11% this past week, up from 10.06% last week, according to a national survey by the Federal Home Loan Mortgage Corp. On one-year adjustable-rate mortgages, lenders were asking an average initial rate of 8.45%, down from 8.46% the week before. The rates do not include add-on fees known as points.
