Nearly 16 years after the Watergate scandal wrecked the presidency of Richard M. Nixon, he returns triumphantly to Yorba Linda to open his presidential library next door to the house where he was born. This special section of The Times examines the long struggle to build the library, compares it to others, and assesses whether yet another “New Nixon” has emerged since his days in the White House.
