WORLD IN BRIEF : PERSIAN GULF : Iraq Moves Troops to Kuwait Border
Iraq has moved nearly 30,000 elite army troops to its border with Kuwait as a dispute between the nations over oil-production quotas intensified, U.S. officials and Arab diplomats said. The buildup was spotted by Western military attaches allowed to cross the border en route to Baghdad. Convoys included tanks, armored personnel carriers and ground-to-ground battlefield missiles. However, officials said they view the buildup as “muscle flexing” because the supply lines needed to support combat operations were not visible. Iraq has charged that Kuwait is exceeding quotas set by the Organization of Petroleum Exporting Countries.
