Soviets Adopt Small-Business Rules: The Soviet government has approved new regulations giving citizens the right to set up small businesses. A government resolution published by Tass news agency gave individuals, groups and existing plants the right to set up businesses employing up to 200 people. It said the resolution was adopted as part of a government plan to put the ailing Soviet economy on a market basis within five years.
