Henry Cordova, owner of a large lot in the 1400 block of Holt Avenue, has been charged with three misdemeanor counts of keeping horses without a residence on the property; accumulation of bricks, wood, and pipes; and parking various trailers on an unpaved surfaces.

Davis could not be reached for comment. Cordova admitted he failed to clean up the property, but thought his horses would be allowed because he has applied for a permit to build a house.
