Spending on Newspaper Ads Flat: Spending on newspaper advertising rose just 0.1% to $15.6 billion in the first half of this year over the 1989 period, the Newspaper Advertising Bureau, a trade group, said. National newspaper ad expenditures rose 5.6% to $2.06 billion, and retail ad spending increased 2.2% to $8.19 billion. Classified ad fees fell 4.8% to $5.34 billion.
