Peace talks between the Salvadoran government and leftist rebels hit a virtual standstill as the government refused to talk about institutional changes in the armed forces. The sides in the third day of talks in San Antonio de Belen, Costa Rica, appeared further apart than at previous negotiating sessions, which are aimed at ending the decade-old war.
