More OPEC States to Join Talks: OPEC talks scheduled to begin Sunday in Vienna are likely to be attended by most of the cartel’s members, sources said, with some ministers holding out hope that the meeting will be converted to a formal conference that could then agree to push up production. One source close to the cartel said about 10 of the 13 member states of the Organization of Petroleum Exporting Countries had shown a willingness to attend talks on how to respond to the Persian Gulf crisis. It was not known whether Iraq would attend.
