World IN BRIEF : NEW ZEALAND : Prime Minister Quits as Polls Signal Defeat

Prime Minister Geoffrey Palmer resigned, with polls showing his majority Labor Party headed for defeat in elections next month. External Relations and Trade Minister Mike Moore was named to succeed Palmer on the Oct. 27 ballot. The conservative National Party holds a large margin over Labor in the opinion polls. Moore, 41, had been ranked third in power, behind Palmer and Deputy Prime Minister Helen Clark.
