WORLD : Khmer Rouge May Skip Talks

In a move that could undermine talks on a U.N. plan to end the Cambodian war, the Khmer Rouge said today that it would not attend a peace conference in Indonesia unless Cambodia’s prime minister agrees to go.

Khmer Rouge leader Khieu Samphan said he had planned to leave for Jakarta on Wednesday but changed his mind after hearing state radio report that Cambodian Prime Minister Hun Sen would not attend the talks, set to begin Thursday.

Khieu Samphan said that showed that Phnom Penh and Vietnam “are not sincere in the search of a solution” and did not accept the U.N. peace plan.

He said, however, that he would go to Jakarta if Hun Sen also went.
