Tokyo Stocks Hit 1990 Low

TOKYO —
Prices on the Tokyo stock market were down at midday today after tumbling to a new low for the year in mid-morning trading. The Nikkei was down 314.03 points, or 1.32%, to 23,497.88 at the midday close, after hitting a 1990 low of 23,405.71. The previous 1990 low mark of 23,547.27 was set Aug. 24.
“People’s mind set has changed from ‘no war’ to ‘we’re in the preparatory stages of war,’ ” said Ross Rowbury, senior broker at Sanyo Securities.
