WORLD IN BRIEF : BULGARIA : Socialist Leader Offers to Resign

The leader of Bulgaria’s ruling Socialist Party, Alexander Lilov, offered to step down to make room for younger reformers--but he said he was willing to stay if the party wished. “The party needs a pragmatic and less controversial leader,” Lilov told a congress of the former Communist Party. Under Lilov, the party changed its name to Socialist and swept to victory in free elections in June.
