South Korea and China will sign an accord next month to exchange trade offices in each other’s capital, a Seoul newspaper said Thursday. The Joong-ang Daily News said the two nations have resolved differences over the functions of such offices and agreed to swap them in October.

The newspaper said the offices will be set up on a private basis but handle limited consular affairs. Seoul has been trying for years to open formal ties with China but its efforts have failed largely because of pressure from Communist North Korea.
