One strike was averted, another was settled and a third continued in school districts in three states. New York City and its teachers’ union reached a tentative agreement on a $236-million contract that would raise salaries 5.5%. The old contract, covering 65,000 public school teachers and 20,000 other school employees, expired over the weekend. School was in session Monday. A strike by public school teachers in New Orleans entered its third week after union negotiators rejected an offer. In Everett, Wash., where 460 teachers have been on strike since Aug. 30, negotiators assisted by three state mediators reached a tentative agreement.
