Former Defense Secretary Donald H. Rumsfeld was named chairman and chief executive of General Instrument Corp. The New York-based manufacturer of broadcasting equipment and power semiconductors was acquired in August by Forstmann Little, an investment firm specializing in leveraged buyouts.
