Mortgage Rates Up: Fixed-rate mortgages averaged 10.22% this week, up from 10.08% last week, according to a national survey released by the Federal Home Loan Mortgage Corp. On one-year adjustable-rate mortgages, lenders asked an average initial rate of 8.24%, down from 8.25% last week. The rates do not include add-on fees known as points.
