Construction Flaws Found in Romania Nuclear Plant

BUCHAREST, Romania —
The first nuclear power plant in Romania has construction problems that must be corrected before it comes on line, experts from the Vienna-based International Atomic Energy Agency said Friday.
The agency team had been asked to assess the safety of the Canadian-designed plant, under construction at Cernavoda on the river Danube in eastern Romania and eight years behind schedule.
