Federal Community Development Block Grant money left over from last fiscal year was earmarked by the City Council on Monday for several projects.

Of the $345,218 carried into the 1990-1991 year, $180,000 will be used for sound reduction at the Royal Garden Apartments at 3200 W. Ramona Road, next to the San Bernardino Freeway. The money is being spent on condition that the owner maintain the building for low-income renters. The city will also spend $20,000 for handicapped access to the City Hall and Main Library, $25,000 to renovate the Joslyn Center, and $15,000 to provide shading for the Alhambra Band Shell. The rest of the money has not yet been allocated.

Also, the council decided to match a $52,350 grant from the federal Land and Water Conservation program for a picnic pavilion and bird sanctuary at Almansor Park.
