Two-Year T-Bill Rates Fall: Yields on two-year Treasury notes fell in Tuesday’s auction to the lowest level since December. The average yield was 7.84%, down from 8.18% at the last auction Sept. 25. It was the lowest rate since two-year notes averaged 7.71% on Dec. 19, 1989. The notes will carry a coupon interest rate of 7.75%, with each $10,000 in face value selling for $9,983.60.
