T-Bill Yields Decline: The Treasury Department auctioned $10.08 billion in 13-week bills at an average discount of 7.05%, down from 7.07% last week and the lowest since Aug. 18, 1988, when the auction yielded 6.94%. The Treasury also sold $10.01 billion in 26-week bills at an average of 7.02%, down from 7.05% last week and the lowest since July 11, 1988, when the yield stood at 6.99%. The investment rate was 7.28% on the 13-week bills at an average price of $9,821.80 per $10,000 face value. The investment rate on the 26-week bill was 7.38% at an average price of $9,645.10.
