Orange County Developer Plans Big Cutback: Santa Margarita Co., which owns 40,000 acres in southern Orange County, said land sales have fallen so sharply that it will delay some planned projects and lay off 21 people--15% of its work force. President Anthony R. Moiso said the company anticipates “very low revenues” for the next two years.
